Cardinal Ladaria did not say that it would be wrong for a diocesan bishop to bar a pro-abortion Catholic from receiving Communion. He said that the US bishops’ conference should be cautious about any bid “to formulate a national policy on worthiness for Communion.” [emphasis added] But he also reminded the American hierarchy that each bishop has the authority to set policies within his own diocese. -CatholicCulture's Phil Lawler
